Starting from 1 October, the Portal for requesting the credit-based Licence will be active, accessible via https://servizi.ispettorato.gov.it. For faster access, it is recommended to type the address directly into the browser, avoiding access through the INL website.
Access to the Portal:
Access is available exclusively through personal SPID or CIE, in line with identification regulations. If the obliged party does not have SPID or CIE, it will be necessary to delegate an authorised third party. The latter must hold the self-certifications and substitute declarations attesting possession of the necessary requirements, provided by the obliged party. The delegated person must declare that they hold these documents, but will not be responsible for their content.
Main functions of the Portal:
- Authentication via SPID/CIE to access the “Credit-based Licence Application” service.
- Possibility to save a draft of the application, which can be modified in subsequent sessions until final submission.
- Generation of a Licence issue receipt after submission of the application, containing the Tax Code, company name of the obliged party and the associated Licence code.
- Display of a list of processed applications, with references to Tax Code, company name and application status (“Draft” or “Submitted”).
Self-certifications and substitute declarations:
For parties already active on construction sites, it will be possible to send self-certifications by certified email (PEC) to dichiarazionepatente@pec.ispettorato.gov.it until 31 October. By 1 November, it will be mandatory to have submitted the request through the Portal for the application for the issue of the Licence.
Important notes:
- Submission of the application prevents any subsequent changes.
- It is recommended to avoid concentrating access to the Portal on 1 October or close to 31 October, as the whole month is available to complete the procedure.
