The \u201cStanca Law<\/span><\/strong>\u201d\u00a0is a 2004 law (Official Gazette No. 13 of 17 January 2004) focused on \u201cProvisions to facilitate access by persons with disabilities to IT tools<\/strong><\/span>\u201d.\u00a0In particular, the Law and its technical annexes mainly focus\u00a0on the<\/strong> accessibility of IT services<\/strong><\/span>\u00a0of the Public Administration, with the objective of removing barriers<\/strong><\/span> that limit or prevent disabled people from accessing digital tools and content.<\/p>\n

The more recent Decree-Law<\/strong>\u00a0<\/strong>16 July 2020, No. 76<\/strong><\/a><\/span>, containing\u00a0urgent measures for simplification and digital innovation <\/strong><\/span>extended the rules established for the Public Administration to specific\u00a0private entities, introducing Art. 3 1-bis, which states:<\/p>\n

\u201cThis law shall also apply to legal entities that offer services to the public through websites or mobile applications, with an average turnover,\u00a0over\u00a0the last three years, exceeding five hundred million euros\u201d.<\/em><\/p>\n

The entities to which the rule applies are required\u00a0to \u00a0comply with the provisions set out by Law 4\/2004\u00a0within 3 years of the entry into force<\/strong><\/span> of the aforementioned decree (with progressive steps up to 2025).<\/strong><\/p>\n

WHAT MAKES AN E-LEARNING COURSE \u201cACCESSIBLE<\/em>\u201d?<\/strong><\/span><\/p>\n

According to the legislation, services created through IT systems that have the following requirements<\/strong><\/span> are accessible<\/strong> <\/span>:<\/p>\n

  1. accessibility<\/span>\u00a0<\/strong>to the content of the service by the user<\/li>\n
  2. usability\u00a0<\/strong><\/span>of the information offered, characterised by:<\/li>\n<\/ol>\n
