{"id":14404,"date":"2025-10-20T11:40:50","date_gmt":"2025-10-20T09:40:50","guid":{"rendered":"https:\/\/staging.csiasrl.eu\/senza-categoria\/new-2025-state-regions-agreement-frequently-asked-questions\/"},"modified":"2025-10-20T11:40:50","modified_gmt":"2025-10-20T09:40:50","slug":"new-2025-state-regions-agreement-frequently-asked-questions","status":"publish","type":"post","link":"https:\/\/staging.csiasrl.eu\/en\/news\/new-2025-state-regions-agreement-frequently-asked-questions\/","title":{"rendered":"NEW 2025 STATE-REGIONS AGREEMENT: frequently asked questions"},"content":{"rendered":"<p>[vc_row][vc_column][vc_column_text]<\/p>\n<p style=\"text-align: justify;\">Six months after the publication of the new <strong>State-Regions Agreement<\/strong> on training, we take a closer look at some of the <strong>most frequently asked questions<\/strong>.<\/p>\n<p style=\"text-align: justify;\"><strong>Is training in the workplace mandatory?<\/strong><\/p>\n<p style=\"text-align: justify;\">Health and safety training is mandatory because it is an essential tool for the <u>prevention<\/u> of accidents and occupational diseases.<\/p>\n<p style=\"text-align: justify;\"><u>All persons present in the company, from Workers to Managers, must receive training that is appropriate and updated in relation to the risks connected with their activity<\/u>, so that they can work safely and responsibly.<\/p>\n<p style=\"text-align: justify;\">A trained worker is an aware resource, capable of recognising hazards and actively contributing to company safety.<\/p>\n<p style=\"text-align: justify;\"><strong>Who is responsible for ensuring training for workers?<\/strong><\/p>\n<p style=\"text-align: justify;\">The responsibility for ensuring training lies with the <strong>Employer<\/strong>, who must guarantee each Worker, Supervisor and Manager a training pathway suited to their duties and to the risks present in the company. Training is therefore not only an obligation for those who attend it, but also <u>a management responsibility<\/u> for those who organise and promote it, ensuring that training pathways are consistent with employees\u2019 risks and tasks.<\/p>\n<p style=\"text-align: justify;\"><strong>How can you understand which courses must be attended?<\/strong><\/p>\n<p style=\"text-align: justify;\">Training courses are defined on the basis of the <u>role<\/u> held and the <u>risks<\/u> present in the work activity.<br \/>\nThe new <u>Single State-Regions Agreement<\/u> of 17 April 2025 identifies specific pathways for Workers, Supervisors, Managers, Employers, RSPPs, Coordinators and Equipment Operators, indicating for each of them the <u>duration, methods and frequency of refresher training<\/u>.<\/p>\n<p style=\"text-align: justify;\"><strong>When must training be carried out?<\/strong><\/p>\n<p style=\"text-align: justify;\">Training must be carried out <u>before or at the same time as the start of the work activity<\/u>, so that the Worker knows the risks and the correct safety procedures before being exposed to the tasks, and it must be repeated or supplemented in the event of changes in role or the introduction of new risks.<\/p>\n<p style=\"text-align: justify;\"><strong>How often must training be updated?<\/strong><\/p>\n<p style=\"text-align: justify;\">Training must be updated <u>periodically<\/u> to ensure that knowledge and skills remain appropriate to the actual risks. The new Single State-Regions Agreement of 17 April 2025 confirms that the frequency of refresher training varies according to the role: generally every <u>5 years for Workers, Managers and Employers<\/u>, while for <u>Supervisors<\/u> refresher training is required <u>every 2 years<\/u>.<\/p>\n<p style=\"text-align: justify;\">The objective is to maintain awareness of risks and the effectiveness of prevention measures over time.<\/p>\n<p style=\"text-align: justify;\"><strong>How is training documented? <\/strong><\/p>\n<p style=\"text-align: justify;\">Training is documented through attendance <u>registers<\/u>, <u>learning assessments<\/u> and the issue of the final <u>certificate<\/u>. All documentation must be kept by the Employer, who guarantees its traceability also for courses delivered remotely.<\/p>\n<p style=\"text-align: justify;\"><strong>In what ways can training be delivered (in person, online, etc.)?<\/strong><\/p>\n<p style=\"text-align: justify;\">Training can be delivered in four ways:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>In person:<\/strong> lessons held physically in a classroom or suitable spaces, with theoretical and practical activities.<\/li>\n<li><strong>By synchronous videoconference (VCS):<\/strong> real-time remote participation, with an individual connection from a PC or tablet. The use of a smartphone is not permitted.<\/li>\n<li><strong>In e-learning:<\/strong> training through a digital platform that guarantees traceability, verification of participation and learning tests.<\/li>\n<li><strong>In blended mode:<\/strong> a combination of in-person lessons and remote activities, to integrate the theoretical and practical parts in a balanced way.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Whatever method is chosen, attendance control, active participation and verification of learning must be guaranteed.<\/p>\n<p style=\"text-align: justify;\"><strong>When can training be followed remotely and when is classroom attendance mandatory?<\/strong><\/p>\n<p style=\"text-align: justify;\">The possibility of carrying out training remotely depends on the type of course and the activities involved.<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Theoretical training:<\/strong> may be delivered by <strong>synchronous videoconference<\/strong> or in <strong>e-learning mode<\/strong>, provided that individual participation, traceability of activities and verification of learning are guaranteed.<\/li>\n<li><strong>Practical training<\/strong>, on the other hand, must always be carried out <strong>in person<\/strong>, especially when it concerns the use of work equipment or training in the use of category III personal protective equipment (PPE).<\/li>\n<li>In these cases, physical attendance is essential to ensure the actual acquisition of operational skills.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>What consequences may arise from failure to attend or update mandatory training?<\/strong><\/p>\n<p style=\"text-align: justify;\">Failing to attend or update mandatory training courses means not being compliant with safety regulations. In these cases, the Worker cannot perform certain activities, and the Employer risks <u>administrative or criminal penalties<\/u>.
